The program aims to recruit employers through a variety of channels including broad marketing efforts, partnerships with related agencies and a strategic alliance with the Manitoba Construction Sector Council (MBCSC).

General marketing efforts include media visibility (advertising), online presence(s) and direct calls to prospective employers. Special presentations will also be made to the members of Manitoba, Winnipeg and Saint-Boniface Chambers of Commerce.

The partnership with the MBCSC also plays an important role in recruiting employers in the construction industry. One of the MBCSC’s goals is to address the industry’s human resource needs by attracting individuals from non-traditional groups such as new immigrants and young individuals. A list of suitable employers is reviewed with program participants in order to determine which employment best matches their skills and interests.

The types of positions targeted are those of trade helpers and general labourers. Helpers and labourers are employed by construction companies in order to assist skilled tradespersons and perform general labour activities on construction sites.

The program provides on-going support to participating individuals and employers as a method to monitor the progress of the individual and facilitate their integration into the workforce. The program staff will frequently communicate with the participant and the employer along each step of the way. A daily tracking sheet will be used in order to ensure that both parties are benefiting from the program as well as adhering to the employment terms.

The employer will receive the incentives to encourage hiring: 50% paid by program and 50% paid to employer. Based to the rate of $ 9.50 for $4,560 for each part.

For those participants who have not secured paid employment, the program will place them in internships, paid by the program for up to six months, allowing the employer to scout them out. If the participant does not find employment after six months, the program managers will apply to other programs, such as mentorship or apprentice programs. If this is not possible, he would have the option of taking the program again.
